Allow mod macros to be used in https://mod.reddit.com/mail/create

There doesn't seem to be any way to use a modmail macro when starting a new thread within new modmail.

Uh I suppose we could do that, but what is the use case if I may ask?

Multiple of my subreddits have macros that we sometimes send to people from modmail rather than them being replies to a specific post, generally they are one or more of the following:

1. broader types of warnings that span multiple submissions or comments
2. cases where the original submission is often deleted (e.g., in BotDefense, OP's often delete their submission after the bot has made the official copy of it)
3. something we want tracked in modmail (better persistence and easier to find)
4. warnings we want to keep in private (e.g., the image you posted about your financial account is doxing you or reveals too much)
