Recent mod actions on user in modmail.

Basically the same thing we do under posts or comments but then for the user based on the last 500 mod actions. Can be handy in those cases where a user deleted their comment or post and the message afterwards.

Additional thoughts, probably just show a button if applicable in the modmail sidebar with "X recent mod actions on user" and then when clicking on it show a popup with those actions listed.

Might be cool to explore showing it as a button on usernames as well in the rest of reddit but am not entirely sure how that would work as far as the button UI goes..

Another thought, this should be a modbutton tab instead with the option to show a number on the modbutton for available recent mod actions.

It also requires moving this stuff to be more generalized and move to tbcore I suppose.
