[un manager] show error on users with no notes, offer to fix (mass action)

Users with no notes take up unneeded room.

Just a suggestion, shouldn't this be a background thing that is done automatically?

UN does remove the user on deleting the last note now, but didn't always.

Well I mean, on loading UN manager we could automatically remove these and never bother the user with them.

5:51 PM creesch: because background processing is expensive, and it already takes a week to laod. 5:52 PM Just make it a button that doesn't show if it's not an issue.
