Notification area for news (TB alerts)

Add a notification area to the mod bar of notifier for displaying toolbox alerts. Might be dependant on #12.

That wasn't the issue. This was your idea for a count indicator for notes in the mod bar. So we could push less imperative information.

@Dakta I just re-opened it. It's just a feature that allows low-priority updates. Instead of a pop-up, it has a counter of 'toolbox notices' in the modbar.
