Please help some links can`t be downloaded

there are some links can`t be download although it can be downloaded by other apps like this URL https://s-delivery28.mxdcontent.net/v/2b2b8eab80300dcf1787e7a8374282f1.mp4?s=5dggdPKrUfZQI7t9rQn-SA&e=1634246920&_t=1634227575 it gives me REQUEST_NOT_SUCCESFUL I need help with this

and there are more and more links that cant be download with fetch even if I put these links in the sample app it also cant be downloaded I really need a help what is the problem with these links ? why It can be download by other apps but not with fetch :/
