Save pets system wide instead of per-workspace

Even better: Add a setting to switch between workspace or system wide save.

Reason

I don't want to re-configure my pets every time I switch project

This is a good idea, we just need to work out what happens for people who have different pets in different projects

We can keep both storage, and make the workspace storage a priority over the other
