TonY Portal should roll logs and enforce log retention

Currently, TonY Portal logs files to nohup.out and application.log. Neither of these files is rolled, nor is a max size enforced. Eventually, we will run out of disk space. TonY Portal should roll logs (e.g.: on a daily basis), and clean up log files older than a configurable period of days.
