[Enhancement] Add feature "Report unknown Tonie", as available as "Send diagnostic report" from TeddyBench

It would be very helpfull for the community, if new, unknown or missing tonies (from tonies.json point of view) can be reported via TeddyCloud new /web interface, similar to TeddyBench:
