Add Acceptable NFT (aNFT) standard that extends the standard NFT

Please read #Motivation, #Drawbacks and #Rationale and alternatives. Every day there is more and more scam in TON, we need to stop it.

I believe that it is necessary to implement something like this, if anyone has ideas - please, express them.

Users are already accustomed to the fact that scam NFTs can be sent to a zero address. This is where new scammers appear, using a modified smart contract to charge users a commission for sending NFTs.

I noticed another variation of this scam - sending a 1 TON to the scammer, and the rest to the owner

Now some scammers have become a little smarter and started creating small collections so that when one is blocked, others will continue to scam
