Headline block - add Soft Hyphen option

Description

Add Soft Hyphen option to the blocks toolbar dropdown. This should insert the HTML entity ­ at the cursor point.

This will allow users to explicitly set where a word break will occur with hyphenation.

UX concerns is how to represent the Soft Hyphen in the editor preview.

More information. Many users writing in languages that have long words eg. German. Experience poor word wrap and line breaking in responsive views. This would allow users to set a hyphen breakpoint for those words.
