Slow IPFS content resolution

Content resolution is extremely slow across the network, possibly related to https://github.com/ipfs/go-ipfs/issues/6383

Changing the gateway to fetch HLS chunks to anything else other than origin is really slow (infura is already the most reliable gateway I know of): https://ipfs.infura.io/ipfs/QmRKKyZMhFFtzAWubku1P3FxKYezpDptRPpEgr7PPSoou1/?gw=https://ipfs.infura.io

The network performance seems to have deteriorated significantly since last year. In 2018 although ipns publishing was problematic #3, and ipfs resolution was slow enough #46 that we didn't use it, ipfs currently is much worse compared to last year.
