Fixed alpinehv.json on Windows (Powershell)

I realized this didn't run on Windows 10 (build 17134.590), and the issue was related to launching a command without double quotes: ==> hyperv-iso: + ... yStartupBytes 1073741824 -VHDPath $vhdPath...

according to https://www.packer.io/docs/builders/hyperv-iso.html#use_fixed_vhd_format this creates the boot disk on the virtual machine as a fixed VHD format disk You don't need to run convert.ps1 afterwards
