Support a toggle on/off map key for overlays.

  • Toggle page element built into map.php and map_embed.php so it transfers to other people's web sites
  • Add/remove overlay info to key div using OL changelayer event
  • Store link between items in a layer, icons and descriptions in a database table
  • Possibly have the extract Python code use the database to lookup icons etc when building KML in feature_defs.py?
