What Linux distro/version do you use? Does it have (proper) support for iptables?
@liweis is it a regular install or ebpf?
Routing looks ok - same on both. Could you use ethtool -k to verify that the settings on both tunl0 are same/similar? It looks like some sort of offloading does...
