Unable to compile on OpenSUSE 15.3

And then compiling on recent OpenSUSE 15.3 with kernel 5.3.18-59 i had a problem, and this issue helped me https://github.com/RinCat/RTL88x2BU-Linux-Driver/issues/94 Actually replace 5, 8 with 5, 3 in os_dep/linux/ioctl_cfg80211.c

This is related with bacporting of linux distributions. Changing this on code, might broke some LTS kernel users :/
