Last change in filters header not updated

The latest filters.txt contains this line: Last change: 05/06/2020. I have an idea to use github actions to automatically update that date on commit or PR merge. What do you think?

Well the question is if Last change is still needed. Official uBO filters are not using it. ABP does not use CZ/SK filter directly but with combination of EasyList and shows Last modified from main EasyList.

I see that some local lists use either a date, or some versioning system, but many of them don't use anything, similar to the official uBlock filters. If you want to keep it, I can put together that GH action (a simple sed to replace the date), but maybe the date isn't that important. I just noticed it when I started investigating #319 :smiley:
