Announce release of TasmoDiscovery as alternative to Home Assistant New discovery

For those weary of code size there is now an alternative to the default Home Assistant Discovery driver.

It has the same functionality as the Hass New discovery but the code size is 10k smaller.

This should ade TasmoManager usage for those users not using Hass.

Wow, thanks! I'm compiling Tasmota with the feature enabled to see how it works to see whether anything needs to be done in order to get it integrated properly.
