Better support for ICU Plurals in Tolgee UI

At the moment there is no easy way to handle plurals on the tolgee web ui. It's unclear what happens with the original strings, there is no way to add/delete plurals

I suggest full support of the ui add, edit and delete all possible plurals as described in ICU message format in tolgee docs (https://docs.tolgee.io/platform/translation_process/icu_message_format#plurals) If plural-feature is turned off, there should be the original ICU string recovered.

There is no alternative to this, because translations are often handled by persons with less understanding of the technical background

On this Screenshot you can see that there is no way to handle plurals, you can just edit existing ones.
