This is NOT a virus, infact it is the latest version of https://f2ko.de/programme/bat-to-exe-converter/ thanks to wordpress, the website lost its original form, so most likely via archives tokyoneon uploaded the latest version.

For anyone whondering why the virustotal sets off

  1. all files accessed are used by cmd.exe
  2. all other files are in a temporary folder located in appdata
  3. files normally used by batch files (like timeout, or bitsadmin) look really sus
