TC_GData_Client_Photos tests fail if test user isn't a Picasa user

Took me a second to realize why these were failing — it's because my Google account isn't set up with Picasa.

Would it be better to skip these tests in the event that the user in test_config.yml doesn't have Picasa, since they don't test anything meaningful in that case?

Hmm. Good point. Maybe the tests should be update to use some sort of config file?
