Bring back Phabricator support

It looks like you decided to drop the integration for Phabricator. I assume because Phabricator as a cloud service provided by Phacility does not exist anymore, but there are still plenty of self-hosted installations of Phabricator around, and development continues as the fork Phorge.

Please bring Phabricator support back.
