Possibility to continue a previously running timer

📒 Description

Add possibility to make timer active after stop as if it was never stopped. At least for the latest running timer.

⭐️ Why do you want this?

Many times I want to continue a previous timer, as in it will start running again as if it was never stopped. Reason could be I accidentally stopped it, I made a mistake, or I had to stop it in order to add another time entry.

Now I have to either update the time entry with correct stop time when I'm done. Or start a new timer and make edits to the timers in order for it to be correct.

Relates to https://github.com/toggl-open-source/toggldesktop/issues/4899 as in, if I could add entries without stopping current timer, I more rarely would want to continuing a previous timer.
