Add tab completion for install and use commands

Is your feature request related to a problem? Please describe. It would be awesome to add tab completion between the installed tofu versions for tofuenv use, this would work without any internet connection. With the internet connection, a tab-completion for tofuenv install

Describe the solution you'd like no internet: type tofuenv use command -> press tab -> the list of currently installed versions is printed, so you could choose one of them with internet: - the same, but with tofuenv install command
