​bug: asking for using chrome again and again in other browsers.

What happened?

Issue: I was trying out affine on Safari and when I landed on Journals Page, it recommended me to use Chrome but I dismissed it and I went to All docs page and when I returned to Journals page again, it asked me for same again which seems disturbing to me.

Steps to reproduce:

• Go to affine AI home page on browser other than chrome
• Create a journal( You will see the recommendation to use chrome).
• Dismiss it and go to any other page.
• Come back to Journals page, you will be notified again.

Expectation: If a user have opted not to switch to chrome for a session, then he/she shouldn't be asked for same again. As a user, If I am making notes or writing something serious then having a red bar on the head is distracting. I don't use chrome.
