Using @angular-cli or not

Hi Todd,

On your github projects often I don't see the angular cli json so I'm wondering why that is. If I understand why then I'll be able to make a argumented choice for my own project. I like my projects as clean as possible but not sacrifice good features either. Maybe you can help me with this by explaining how you setup your project and why.
