Thoughts about a very simple bot to start with:

• Phase 1: Always issue a share if possible without going bankrupt.
• Phase 2: Do not form a corporation.
• Phase 3: Never buy or sell shares. Never raise bids. Bid face value on the most expensive company the player can afford.
• Phase 6: Perhaps let players act like another FI.
• Phase 7: As a player, close companies that make losses. As a corporation, never close anything.
• Phase 9: Pay $0 dividends.

What's the rationale of always issuing a share?

It's most of the time a good idea. And it prolongs the time until bankruptcy.
