[1822MX] Will not place token after acquiring minor

FCM has an exchange token available and purchased I started minor #14 so they can place a token on that spot. Minor 14 is purchased, but the token is not placed. I then see I have a zero cost token in my company, but when I click to try to place the token the game tells me I can’t because he’s N23 isn’t available.

Game left at state for devs to see.
