1848: BOE should show payouts under Spreadsheet -> OR History

What's your idea?

Under Spreadsheet -> OR History, the payout chart for BOE is always empty even though it is paying out. This should show the payouts for BOE

I had implemented this but we had to back it out since it broke stuff

It should be possible to implement something similar to the prior PR that doesn't break stuff, I just haven't worked on it
