Rank 1 does the same damage as the latest rank.

Can't confirm. It does much less damage than latest rank for me. Ofc spell damage penalty doesn't works properly, with ~3000 spell damage it does ~150 damage when should done ~15 damage, with latest rank it works fine (~690 damage)

no it wouldn't help, scaling bonus in DB already presents. The problem in formula of spell level penalty

you didn't installed [p174]. Stop writing issues here if you not using my fork, it's quite annoying to close tickets of bugs that already fixed
