/usr/openwrt/dl is a location not writeable for normal users. IMHO the default config should just work out of the box and not fail shortly after typing make.

built is not self-contained. depends on autopoint being installed on the host

If autopoint isn't installed on the built host the autoreconf for libpam will fail. autopoint should be downloaded/compiled and installed into the host-built env just like autotools/automake/...
