labels like '-----------' raised the error "record name expected"

Er. Hyphens in labels are already allowed, with an exception of labels starting with a hyphen. Your patch additionally allows labels starting with a hyphen. Do you have a good example of valid labels like this? And a reference to a standard which says it should be allowed?

Implemented as a permissive policy check in a7e6b4f4. You have to specify -p permit-starting-hyphen to activate this behavior.
