I can confirm that `can_reach(region)` is broken. Swapping out with an equivalent `can_reach(location)` call was successful in resolving this issue.

If the root cause is indeed that we are out of non-volatile space, [Randomprime PR #63](https://github.com/toasterparty/randomprime/pull/63) would help alleviate the problem on door rando seeds
