Known issues with cue mod. Consider disabling with export CUE_EXPERIMENT=modules=false by default so it won't complain.

Known issues with cue mod.

I've been working through similar trouble over in seh/rules_cue, mostly now related to trying to use instances. I asked for clarification in the "modules" channel of the "CUE" Slack workspace; as of now I'm still awaiting an answer.
