It would be nice if moosh had a "moosh make" command similar to "drush make":

Yes.

With c0a6e2b58471ce11ee138eef23baa5cee20782b3 moosh can now download a specific version of moodle. So, I can reuse that functionality hopefully.

I think we need to resolve #111 first so that the same is true for plugins and they can be handled consistently.
