Suggestion: Dual-Role-Key to ACTION_LAYER_TOGGLE

I am using TMK USB-USB converter well and have a suggestion. I hope the Mod keys (ALT, CTRL, SHIFT) can be used as dual-roll keys.

Single-Tap (just press and release) : Toggle layer On Press with other key: act as their role. (Shift + h : 'H', ctrl + C : copy , Alt + Tap : task switch.)

After looking at the document, it seems that this movement is not possible at this time. If I have a misunderstanding, I'd like you to tell me how.
