Nerf the speed weapon runic, and adjust 2 others
Multiple players have been posting extremely successful games with weapons of speed, lately. These weapons trigger much more reliably than any other weapon, and the whole dungeon stands still while the player chops down a monster, which can, like quietus, result in few or no counterattacks.
This runic can yield a ton of juice reaping/transference, however, where quietus does not. Is it as powerful as the Confusion runic? Almost certainly, if not more powerful. Speed compares quite favorably with slowing and paralysis, which are only able to deal with one monster at a time.
But let's try dropping this from 16 to 11 before we go any further. And while we're at it, Multiplicity is definitely more powerful than Force, so nudge that down, and Slowing is definitely the weakest runic, so move it to the very-high-proc-chance tier.

Other way of describing the change: it is 1 enchant behind at +2; 3 at +6; 5 at +10.
If we choose the 14 table instead, that is about 1 enchant behind by +7, 2 behind by +12.
Overall, I'm not too confident about this, and I'm going to skip it for 1.11
I don't see a need for the nerfs. Are speed and multiplicity strong? Sure, but they are also super fun and without support items (e.g. stealth/invisibility/blinking) the player is still at risk from ranged threats.
I'm also a fan of buffs and against nerfs. In general, I think most runic items are not strong enough to compete with a highly-enchanted end-game weapon (wpike, waxe, broadsword). Runics are much rarer and being viable improves the flavour of the game.
