Produce zip-file downloads of the full dataset

Right now the R2 bucket has 5-minutely data in gzipped+json format. It would be nice to allow others to download and use the same data easily.

This task essentially means a semi-weekly task that builds a zip file of all the time slices, and including that on the web site.
