Grouping fields

How can I group fields? I mean create fieldsets o encapsulate fields inside html tags. The HTML field allows open tags, but it's rendered surrounded by html tags so it's not suitable to structure the final rendering.

I saw a merged pull request mentioning fieldsets, but can't find the functionality in the user interface - has this been implemented or is it still in progress?
