Disable Messaging Levels Based on Accuracy

If the accuracy is greater than 200m, the device is probably bullshitting us. But, it could still be slightly accurate.

As the accuracy decreases, start limiting the messages that can be sent. E.g., if the accuracy is > 1000m (happens all the time on my phone), it can only shout. If accuracy is > 50m, it can't whisper. Etc.
