Duplicating the file doesn't work. They both have the exact same graphic path instead of one having a reference to the other.
Same thing without the svgo transform. Chrome, FF and Safari all have the same issue.
The other day I created a chromium issue for it: https://bugs.chromium.org/p/chromium/issues/detail?id=729599 But it doesn't seem to be related to Chrome per se, I believe it's an issue across browsers.
