Sesame Vocab Builder provides a command line tool that allows to create constants for RDF primitives for a given namespace out of RDF ontology files.
Sesame has become [RDF4J](http://rdf4j.org/). This pull request contains a port from the old Sesame API to the new RDF4J 2.2 API. It does not include any changes in the functionality.

Using http://xmlns.com/foaf/spec/index.rdf throws a parser excepiton (line1,char1). @ansell Does Sesame has problems with leading comments (the foaf file starts with comment).
