Send packets to users who haven't identified themselves yet

Currently, the router walls the client off until it sends an identification packet. However, this has bit several users who have developed custom clients, and this feature does not seem to fit in well with the core purpose of a simple and efficient COT router.

I've lost the commits which allowed this, but I have confirmed it is working in the 0.9 release.
