[Flatpak] Update runtime requierments.

Hello, I think it's about time to update the runtime requirement for GameHub to something newer than org.gnome.Platform/*/3.28. flatpack is not liking it as is complaining that version of the runtime is End of Life.

I know that flatpack is not "officially supported" but it would be a good thing to consider for future releases.

Well, this should really be done at this point.
