Package levmar cannot be installed with message LINK : fatal error LNK1181: cannot open input file 'lapack.lib'

Please, could you help me to solve installation issue?

Command (Windows 10)

pip install levmar

shows error message:

    LINK : fatal error LNK1181: cannot open input file 'lapack.lib'
    error: command 'C:\\Program Files (x86)\\Microsoft Visual Studio\\2017\\Professional\\VC\\Tools\\MSVC\\14.16.27023\\bin\\HostX86\\x64\\link.exe' failed with exit status 1181
