Add Sublime collection

KeyCombiner has collections (and even courses) for most popular IDEs. Unfortunately, Sublime is missing. This is because there is no official public resource with all its key combinations. The in-app configuration files that hold the default bindings do not contain the command names.

This file could provide a mapping for some commands, but plugin commands are missing. Some important Sublime features that users would expect in a public collection are contributed via plugins.

Still, with some effort and manual work, it should be possible to create a pretty good public collection on Sublime.
