Add support for Scratch 3.0 projects

It will be better if support for 3.0 projects were added

This Project is inactive for 4 years and even if their working they need to do it in a new repository. Also converting 3.0 to 2.0 then opening works fine. https://www.youtube.com/watch?v=5jNLVLEOvtQ
