@ebidel's solution looks excellent here, though we may in the future abstract out an explicit bottom-sheet element. Won't put this on the roadmap yet but will leave this issue open...

This seems like a good candidate to have just a css rule for in something like `paper-styles` - I don't think this is complex enough to warrant a separate element.
