Create way to move OBS Sources Z-Index in Twitch-Chat

The chat needs to be able to control the z-index of sources, so if a source if blocked by another source in the scene, they can bring it to the "top"

Not sure of the best command:

But !top SOURCE_NAME or !bump SOURCE_NAME to move up 1 might not be bad.
