In more confusing news, I dusted off my old Windows (10) machine and the packages install for me. Both from a local pin as well as from my forked repository....

@mseri The mingw build for `raylib` does succeed. It's only the build for `raylib-callbacks`, which is a new package introduced in this PR, which fails in CI.

I think I solved the puzzle (albeit without fully understanding it). I copied the windows pipeline in a branch of my repo and tried @rossberg's idea of re-installing libffi, and...
