Many shortcuts not working for me

Some .lnk and .exe files work fine, but others result in the below error. When adding a new shortcut, in the dialog box that opens, the shortcuts that don't work seem to appear with no icon, whereas shortcuts that work appear with the correct icon in this dialog. When I look at the shortcuts in a normal explorer, I can see all the icons. This makes me think the problem might lie in the icon look-up procedure.

Additionally I get the same fuzzy look of the app, and when I make manual adjustments, the icons change to a size such that I can no longer see them.
